The roadmap proposes the release of a regulatory sandbox and the creation of a national blockchain-backed realty register.
Blockchain4Ukraine – a group of pro-crypto Ukrainian lawmakers – and the citizen group Virtual Assets of Ukraine (VAU) unveiled a joint roadmap to promote and develop Web3 in the country. According to regional media, the document was signed by its co-authors on November 14.
The roadmap proposes a series of measures to promote Web 3, like the release of a regulatory sandbox for blockchain and Web 3 projects, creation of a national blockchain-backed land and realty register, preparing a “blockchain plan” to rebuild the country after the end of the war, and integration of Ukraine into the European blockchain community.
VAU and Blockchain4Ukraine also plan to work on an independent identity pilot project and look for ways to implement blockchain into Ukraine’s healthcare and education systems.
The list of potential partners of the roadmap involves civil society and non-government organizations, plus business and academic communities. The group working on the roadmap will prepare a set of bills to promote its initiatives on the legal level.
In June, Ukraine became the third country outside the EU to join the European Blockchain Partnership, an initiative by the EU’s 27 member states to provide cross-border public services. At that time, VAU CEO Konstantin Ermolenko unveiled Ukraine’s interest in running test-node of the European Blockchain Service Infrastructure and pilot use cases of the cross-border public services based on blockchain tech.
In March 2022, the President of Ukraine, Volodymyr Zelensky, signed the first major cryptocurrency-related law, the bill “On Virtual Assets”. The bill establishes the National Securities and Stock Market Commission of Ukraine and the National Bank of Ukraine as two main regulators of the crypto market.
Since the start of the Russian invasion in February 2022, Ukraine has managed to raise more than $100 M in cryptocurrency funding via its government-controlled Ukraine Crypto Fund.
